Job Description

Description

The Procurement Specialist (Services) formulates and implements Strategic Sourcing Options (SSO)/ Category Management, mitigates risks through product/market analysis, implements supplier relations plans and programs, and conducts benefits reporting to ensure goods and third party services are available at the lowest Total Cost of Ownership (TCO).


Responsibilities:

  • Leads SSO/Category Management projects of assigned goods or services to ensure contracts are in place and, supply is assured, benefits targets are met, suppliers are evaluated, and end-users are well informed of contract implementation and progress.
  • Recommends sourcing plans and strategies that are aligned with annual forecasts for assigned goods or services to support business / operational requirements.
  • Develops and utilizes should-cost models to estimate the price of services by researching material, labor, overhead costs, and profit margins, ensuring cost-effective procurement decisions.
  • Conducts product and market analysis to mitigate risks and to develop contingency plans.
  • Implements Key Performance Indicators (KPIs), monitors compliance and ensures deviations are endorsed for corrective actions.
  • Prepares benefits reports and provides analysis of deviations between plan and actual and recommend catch up actions.
  • Participates in project feasibility studies, drafts contracts, obtains necessary approvals, and ensures successful execution.
  • Ensures the processing of claims and settlement thereof.
  • Ensures full compliance with Internal Control Standards (ICS), Holcim Accounting Reporting Principles (HARP), Anti-Bribery & Corruption Directive (ABCD), external and internal audits; maintain the highest ethical and integrity standards in all internal and external dealings and relationships.


Requirements:

  • Must have a degree in business, engineering or any other related disciplines.
  • Must have a minimum three (3) years experience on Purchasing, Warehousing/Inventory Management or Contracts Management.
  • Must have good communication skills with the ability to present concepts to different levels.
  • Must be adept at developing and utilizing should-cost models.
  • Preferably with knowledge on labor law.
  • Strong ability to work in a team.
  • Must have a good knowledge about Procurement processes in ERP systems, especially SAP.
