Description
The Sr. Project Development Specialist performs complete desk review, assessment and due diligence to determine the overall viability of potential projects, joint venture and/or acquisition initiatives. The job entails preparation of necessary documentary requirements for permitting and compliance with post condition requirements for projects during pre-development phase. Part of the scope includes coordination with internal functional groups, JV partners, affiliates/subsidiaries, government agencies, developers, contractors/consultants, LGUs and other key stakeholders in connection with pre-development related activities for energy projects.
Duties and Responsibilities:
A. Project Initiation, Due Diligence and Preliminary Assessment
- Conduct initial desk study, due diligence and site investigation to assess preliminary site condition, and initial viability of potential projects/sites.
- Generate pvsyst simulation or related program to determine initial technical specifications for potential solar projects including irradiance, generation, sizing, among others.
- Prepare initial simulation of financial models, tariff design and conduct sensitivity analysis to determine project financial viability.
- Facilitate the preparation of preliminary project layout, project cost estimate, and determine initial proposed connection for potential energy projects (solar, hydro, wind or conventional energy resource)
B. Permitting and Regulatory Compliance
- Prepare the necessary documentary requirements for permitting process and regulatory compliance with oversight agencies
- Secure the required permits to bring the project to construction/shovel-ready stage
- Draft project profiles, information brief and correspondences required in securing government permits/endorsements for energy projects.
- Coordinate with relevant government agencies, internal functional groups, JV partner and/or consultant/s to facilitate the preparation of requirements for permitting process
C. Development of Business Cases and preparation of deck and information memorandum for energy projects
- Develop business cases based on the results of overall project assessment for purposes of providing recommendation to Project Development Head for the proposed courses of actions.
- Determine preliminary risk analysis for potential projects and/or business opportunities
- Develop business plan, strategies and information memorandum for submission to potential partners/investors and/or banks for purposes of securing funding for projects
- Prepare initial deck for mancom and board presentation
- Prepare documentary requirements and proposals for government biddings, auctions or competitive selection process for new projects/sites and acquisition of existing assets.
D. Other functions related to Project Development
- Prepare annual plan and budget of the department based on project activities and planned programs
- Facilitate the processing and monitoring of payments to external partners, consultants, general contractors, agencies, among others
Job Specifications:
- 5 years of experience in planning and construction management
- Must be a registered Mechanical and Civil Engineer
- With solid experience in power generation
