HR and Payroll Officer is responsible for managing employee records, recruitment support, timekeeping, payroll processing, and compliance with labor laws. In a manpower agency setting, this role ensures accurate payroll for deployed staff, proper coordination with client companies, and efficient HR operations.


Key Responsibilities

Human Resources Functions

  • Maintain and update employee 201 files (contracts, IDs, attendance, evaluations).
  • Assist in recruitment, screening, and onboarding of deployed workers.
  • Prepare employment contracts, job orders, and deployment documents.
  • Handle employee concerns, disciplinary actions, and basic labor relations.
  • Monitor employee attendance, leave, and overtime records.
  • Ensure compliance with labor laws, company policies, and client requirements.
  • Coordinate with client companies regarding manpower deployment and employee concerns.


Payroll Functions

  • Process payroll for deployed and internal employees accurately and on time.
  • Compute wages, overtime, night differential, holidays, and deductions.
  • Prepare payroll reports, payslips, and payroll summaries.
  • Manage statutory contributions and deductions (SSS, PhilHealth, Pag-IBIG, taxes – if applicable).
  • Coordinate payroll concerns with finance/accounting.
  • Handle final pay computations, back pay, and payroll adjustments.
  • Ensure payroll data accuracy and confidentiality.


Administrative & Compliance Duties

  • Prepare reports for management and client billing support.
  • Assist in audits, inspections, and government compliance requirements.
  • Maintain updated records for manpower deployment and contract renewals.
  • Support billing by providing payroll and attendance data.
  • Perform other HR and payroll-related tasks as assigned.


Job Requirements

Qualifications

  • Bachelor’s degree in Human Resource Management, Psychology, Business Administration, or related field.
  • At least 1–2 years of experience in HR and payroll (manpower agency experience preferred).
  • Knowledge of labor laws and statutory benefits.
  • Strong attention to detail and confidentiality.
  • Proficient in MS Excel and payroll systems.
  • Good communication and interpersonal skills.
