Strategic HR and Manpower Planning

  • Develop HR strategies that meet manpower demands across construction sites and project phases.
  • Partner with operations and project management teams to ensure timely deployment of skilled workers and technical staff.
  • Implement retention and motivation programs for field personnel and critical roles.

HR Operations & Labor Compliance

  • Lead HR operations including recruitment, timekeeping, payroll coordination, C&B, and HR service delivery.
  • Maintain DOLE compliance, manage contractor/subcontractor documentation, and ensure proper onboarding at project sites.
  • Strengthen policies concerning occupational health & safety (HSE) and workforce discipline.

Talent Development & Capability Building

  • Develop training programs for construction roles: safety certifications, technical skills, quality standards, leadership for site supervisors.
  • Manage performance management systems focused on productivity and project execution.
  • Support succession planning for project leaders and engineers.

HR Leadership & Organizational Culture

  • Enhance organizational culture centered on accountability, safety, and operational excellence.
  • Lead and develop the HR team to be responsive to rapid project needs.
  • Advise leadership on workforce risks, engagement issues, and strategic organizational changes.


Job Requirements:

  • Bachelor’s degree in HR, Industrial Relations, Psychology, Business Administration, or related field.
  • Minimum of 8–10 years of HR experience, preferably in construction, engineering, or industrial sectors, with leadership responsibility.
  • Strong working knowledge of labor regulations, project site manpower management, and union/contractor relations.
  • Strong stakeholder influence and capability to thrive in a fast-paced project environment.
