Cebu Summa Water Lapu-Lapu, Inc. (CSWLL) is a dedicated water solutions provider formed to deliver long-term, sustainable water infrastructure for Lapu-Lapu City. Established under a Joint Venture Agreement with the City of Lapu-Lapu (TCLL) in 2019, CSWLL was created to develop and operate a Desalinated Water Supply and Distribution Project that directly addresses the city’s increasing demand for clean, reliable water. Under the agreement, CSWLL will supply up to 60 million liters per day (MLD) of desalinated seawater to Lapu-Lapu City through a large-scale Seawater Reverse Osmosis (SWRO) system. The project is being developed and managed by Summa Water Resources, Inc. (SWRI)—CSWLL’s parent company—which is 60% owned by MacroAsia Corporation through its subsidiary, Allied Water Services, Inc. The initial phase (2025–2026) of the project includes the construction of a 20 MLD desalination plant in Punta Engaño, and a 500 cubic meters per day (CMD) pilot facility in Olango Island (Brgy. Sta. Rosa). This smaller plant serves as a proof of concept for island-based SWRO technology, helping demonstrate the feasibility and impact of decentralized water systems for geographically isolated communities. The project officially commenced following the issuance of the Notice to Proceed by the City of Lapu-Lapu on May 13, 2024, marking the beginning of a transformative solution to Lapu-Lapu City’s water security challenges. CSWLL is committed to delivering high-quality, sustainable, and technically sound water services that support economic growth, public health, and environmental stewardship in Lapu-Lapu and beyond.
